上一篇我把轉換搞錯了，搞成 excess (逃~)，不過 N=2 位元可以表示的最小整數
是 -(2^(2-1)) = -2 在兩種表示法裡都沒錯。重寫。

binary decimal 2's comp excess
01 3 1 -1
00 2 0 -2
11 1 -1 1
10 0 -2 0
雖然MSB有表現出符號的特性，可是兩種表示法都沒有符號位元。
