Well, I have actually have no idea why this has to be so ugly, i.e.
the CPUTYPE set in the boot/pc32/Makefile.inc has no effect at all,
sigh. Anyone has more deep knowledge of bsd.*.mk, please help to take
care of it. This kind of .makeenv is also used in boot/pc32/Makefile
