Sync zoneinfo database with tzdata2010j from elsie.nci.nih.gov
northamerica: 8.30 -> 8.31
zone.tab: 8.35 -> 8.36
Bahia de Banderas (municipality in the Mexican state of Nayarit) changed
time zone from UTC-7 to UTC-6. This requires introducing a new zone
(America/Bahia_Banderas).
