As the guy who broke the quagga and zebra builds, I can definitely say that was an unintentional bug that was only in the tree for a short while and has since been fixed, thanks to your bug report. In general, we do try to keep userland applications compiling on Dfly and when they don't, we rely on our users like you to report the breakage so we can fix it. The change in question was made to unobscure some code inside the kernel and we definitely want it, but it should have been localized inside _KERNEL, which it is now.
