Both.
Have had it happen whilst typing, have had it happen when login prompt was
up.
After a few weeks of no problems I had it 10(!) times in 2 hours, including
2-3 with a no-keyboard working on login.
I already tried the M_WAITOK -> M_NOWAIT change in atkbd.c. No KVM switch
or anything. Simple PS/2 keyboard. Different keyboard, same issue.
