語氣不一樣，
It is about/high time for somebody to V. 建議
ex. It is time for you to take a shower. 孩子該去洗澡囉！
過了一小時小孩子還在打電動
It is about/high time that somebody V-ed....應該作但還沒作
ex. It is time that you took a shower. 你是不是該洗個澡了！
（時態往後退一格是為假設語氣，強調應該作還沒作）
舊一點的文法書會列下面這個，但是這種語氣非常強硬
只有譴責別人或是管教別人才會用
半夜兩點小孩子還在打電動 有點imperative了
It is time that somebody should.....
It is time that you should take a shower.
有時候還有下面的用法
It is high time we "take" our ignorance more seriously.
因此在解這種題目的時候建議看看前後文、語氣
這一題出題語意比較籠統，所以才會都可以
一般出的好一點的題目會看出來
"it should have happened a long time ago"的情況
ex: 下面兩句的情況就是用過去式最好，用其它的都怪怪的
It was high time someone invited me to lunch.
It's high time you got that bad knee of yours looked at by a doctor!

日常生活常用的用法還是加過去式，除非是報紙書籍譴責某事才用到激烈一點的
