For a busy manager, I think he/she would have a secretary.
I feel it's the secretary's job, not yours, to upload the letter.

Perhaps integrity is considered differently by different people.
Personally, if I were you, I would not have waived my rights in this case.
If you waived your rights, then you should do your best to have your
supervisor do all the work.
This is a very serious issue.
Should the school consider LOR fraudulent, it will likely hurt the reputation of
applicants from Taiwan (citizens and those previously affiliated with Taiwanese
institutions) from Fall 2016 and beyond.
