Yesterday’s decision to suspend for a probationary period of a year the impleme
ntation of the one-match automatic suspension followin the red card issued to t
he player Folarin Balogun crossed a red line.
昨天針對球員Folarin Balogun所領紅牌後應自動停賽一場的處分，卻決定暫緩執行，並設
下一年的緩刑期，這項決定已經越過了不可接受的紅線
Football, like any other sports, relies on rules, which are the basis for fair,
honest and transparent competition. Sometimes rules are open to interpretation.
In this case not. A minimum automatic suspension of one match following a red ca
rd is not a discretionary option and does not require the decision of a competen
t body to be enacted. It is a principle embedded in regulations, which cannot be
made subject to exceptions, let alone in the middle of a tournament where sever
al other players have been in the same situation and regularly served their susp
ension.
足球和所有運動一樣，都建立在規則之上，而規則正是公平、誠信與透明競爭的基礎，有些
規則或許存在解釋空間，但這次並非如此，球員被紅牌罰下後，至少自動停賽一場並非可自
行裁量的選項，也不需要任何主管機關另行決議才能生效，這是一項明文寫入規章的基本原
則，不應有任何例外，更不應在賽事進行期間破例，尤其是在已有多名球員遭遇相同情況並
依規定完成停賽的情況下
When the certainty of rules is no longer guaranteed by its guardians, the integr
ity of the game is at stake and the credibility of a competition is undermined.
Equally, such decision creates a precedent in the ongoing tournament, where simi
lar situations will now require an equal treatment, to the detriment of the comp
etition.
當規則的確定性無法再由其守護者加以保障時，比賽的公正性便受到威脅，賽事的公信力也
將遭到削弱，同樣地這項決定也為正在進行的賽事開創了先例，未來所有類似情況都必須受
到相同待遇，這將對整體賽事造成負面影響
Football is the most loved sport in the world because it is a beautiful game and
is trusted because it is played everywhere with the same laws. A tournament is
never a pure standalone and, if the tournament in question is the World Cup, it
has the power to drive positive or negative consequences on the game as a whole.
足球之所以成為全球最受喜愛的運動，是因為它本身充滿魅力；之所以受到信任，是因為無
論在世界任何地方，大家都遵循相同的規則，任何一項賽事都不是孤立存在的，尤其當這項
賽事是世界杯時，它的一舉一動都可能對整個足球運動帶來正面或負面的深遠影響
