FORT LAUDERDALE, Fla. — Faced with mounting evidence that get-tough policies
in schools are leading to arrest records, low academic achievement and high
dropout rates that especially affect minority students, cities and school
districts around the country are rethinking their approach to minor offenses.
越來越多的證據顯示，在學校裡採取強硬手段會導致更多學生受到懲罰、學術表現下樣、
中輟生比例上升，特別是影響到少數學生。都市與學校區域已經重新思考新的方式
來因應少數的犯罪行為。
Perhaps nowhere has the shift been more pronounced than in Broward
County’s public schools. Two years ago, the school district achieved an
ignominious Florida record: More students were arrested on school campuses
here than in any other state district, the vast majority for misdemeanors
like possessing marijuana or spraying graffiti.
兩年前，Broward County公立學校破了一項可恥的記錄: 校園犯罪成長比例高於其他
區域，包括持有大麻或到處噴漆塗鴉。
