[資訊] 美國波音受補助 WTO認不可
.一、 美國政府與波音關係如何不得而知,不過,世貿組織對於美國補助波音,有
不同看法。
二、 內文: Planemaker Boeing received at least $5.3 billion of illegal
U.S. subsidies, the World Trade Organization said on Thursday in a dispute
that shows no signs of an end to years of inconclusive wrangling. WTO judges
in Geneva confirmed previously confidential findings that the United States
provided aid to Chicago's Boeing through federal research grants and state
support in developing aircraft including the 787 Dreamliner. Somewhere far
down the road, a settlement between the U.S. and the European Union —
possibly involving some adjustments to state law with relatively minor
impact on government largesse to Boeing — seems the most likely outcome.
三、 多益英檢文法整理
1. Planemaker:飛機製造公司,illegal(adj):非法的,subsidy(N):補助,
dispute(N):爭議,inconclusive(adj):不確定的,wrangling(N):爭吵、爭辯,
finding(N):調查發現,research grant:研究補助金,787 Dreamliner: 787夢幻客機,
largesse(N):慷慨,捐款,adjustment(N):調整,state law:州法規,minor(adj):小的
,outcome(N):結果。
2. 波音接受美國華盛頓州政府補助是事實(53億美金),不管是subsidy或grant
與aid在這裡都是指同一個金額來源,不過3者與scholarship及payment仍有些許差別,例
如
A. The country is very famous for its high agricultural subsidies. (這
個國家以高額補助農業出名。) (subsidy:屬產業的補助)
B. He has been awarded a research grant. (他得到一筆研究經費。)
(grant:來自政府的特定補助款)
C. An extra $10 million in foreign aid has been promised. (額外的1000
萬外國援助款已得到保證。) (aid:為達到某項結果提供的協助。)
D. She won a scholarship to study at Stanford. (她在史丹福大學獲得獎學
金。) (scholarship:校方頒給學生的獎助金,便利其完成學業。)
E. To buy this new car, you have to give at least 10% of its price as
an advance payment. (要買這部車,你必須先付出至少1成的預付款。) (payment:單純
的付款)
3. 這裡提到US與European Union雙方主角,因上面的補助款而產生dispute或
wrangling都是指爭論,因此有雙方必須做出協議(settlement),也就是說再針對(美國)
州政府法律進行微調(adjustments to state law),希望能皆大歡喜了。
