這題，would 是助動詞，後面的動詞一定是原型，所以答案只有C。
But，補充說明，其實這題答案也可是 be。差別如下：

never be completed as scheduled.
這裡表示"沒有董事會的支持，這計畫不會如期完成" 這句話是一般語氣；
但是題目其實假設語氣!!

never have been completed as scheduled.
表示，當初沒有董事會的支持，這計畫不會如期完成
所以，就是真的有董事會的支持，所以這計劃已經如期完成了。

: 疑問：答案是(A)....希望有強者可以告訴我這種題型的文法...每次都一直猶豫
這題是很典型的分詞構句。
原句呈現：
This computer company was established in the late 1980's
with a staff of only ten, and this computer company has become
the biggest in South Korea, thanks to its sound management.
這電腦公司成立於80年末，只有10位員工。而因為他完善的管理，現已經變成南韓最大!
簡化如下：
把連接詞刪掉，前後主詞一樣，可選擇刪除一個，題目刪掉前句，所以變成：
was established in the late 1980's
with a staff of only ten, this computer company has become
the biggest in South Korea, thanks to its sound management.
接著，was 是動詞不能獨立，所以改成 being，(可省略!)
所以就是題目的答案了。
