[問題] 比較State of the choice and transport

想跟各位高手請益關於題目的解釋
就是如果檢定結果已經證明有正相關
那後續要如何針對題目給建議？
題目是一張表格如下：

其實我現在看看倒不太清楚這數字是人數（採用特定方式的人數或花費的金額）
題目並沒有講 我自己傾向是指花費
題目是說
The analysis would like to understand the relationship b/w
state and the choice of land versus air based transportation
我使用Cochran-Mantel-Haenszel Statistics
得到General Association的P-value小於0.05
所以得到State and the choice of land has significant association
with air based tranportation
但是如果題目要求給予建議
我是否可以說在air-based transportation這個前提下
如果為了節省花費
建議選擇CT?
