[問題] odds 和 比賽勝率？

stated that “Netherlands is favored 10-11 to beat Costa Rica, which is rated at 10-3 to reach the semi-final.”
Suppose this means that the odds that Netherlands wins are 11/10 and the odds that Costa Rica wins are 3/10.
