The government is worried about...,
The government is interested in....
The government is committed to....
這些分詞worried, interested, committed...都不是被動式，而是當作形容詞，是當作主詞
government的主詞補語。(about, in, to...都是介系詞，所以後面是接動名詞。)
這些句子的完成式是什麼呢？
The government has been worried about...
The government has been interested in....
The government has been committed to....
這些都是完成式，並不是完成被動式。
