這個1979年的美國國務院美泰兩國首長對話的備忘錄
其中一段寫著：
President: Our relations with Taiwan will be on the same basis as those
between Taiwan and Japan.
Under our agreement with Peking there will be no more official relations with
Taiwan.
You should know, however, that Taiwan’s relations with Japan have prospered
under unofficial auspices. Trade levels, for example, have tripled.
We have introduced legislation to maintain the kind of relations with Taiwan
that we have with other governments. The legislation will authorize us to
permit government guarantees of business loans. I believe that the interests
of the Taiwanese people will be protected.
意思是卡特有意將台美關係變得跟台日關係一樣，
因為他們發現自從台日關係變成非官方關係後，
兩邊的經貿變的很繁榮，甚至有三倍的量。
台日這樣的方式似乎解決了美國要怎麼處理跟GRC的關係、
又不會因此讓GRC挾持台灣要脅美國。
日台非官方關係是1972年左右開始
