美國知名智庫Brookings(布魯金斯)辦的一場研討會,主持人是前AIT理事主席卜睿哲,題目是"Taiwan's Legislative Yuan: Oversight or Overreach?" 台灣立院:監督不足還是管太多,有興趣的可以"聽"一下,有錄音檔,不過蠻長的就是了~ http://www.brookings.edu/events/2014/06/23-taiwan-legislative-yuan 台灣參加的學者有蘇起(沒錯,就是92共識那位),以及中研院的吳重禮有趣的是蘇起演講的結論部分(語音檔37分左右,網頁右上角有他的投影片),發現他真老實也很敢講 1. Legislators are busy mostly with non-legislative matters. 立法委員都在幹一些與法案無關的事 2. Standing Committees are mostly perfunctory. 常設委員會大多敷衍了事 3. Caucus Consultations are undemocratic, untransparent, yet decisive. 黨團協商不民主,不透明,卻有決定權;這裡蘇起分享說,當年他當立委的時候,一個資深立委跟他說:別高興的太早,除非你進得了黨團協商那間小房間,否則根本不是真的 "立法"委員 4. Speaker and party whips are the real legislators. 立法院長和黨鞭才是真的"立法"委員 5. Speaker Wang is by far the most powerful person, even“the silent real king ”as an editorial recently titled him. 院長王金平是目前立院最有權力的人,甚至像是某社論所稱的the silent real king 6.
