請問千里馬結束後兩年內是否不可能拿F1出國念博班

在下今年將以千里馬計畫出國，本來打算利用這一年跟國外教授混熟，然後年底申請國外博班，如果申請到，明年千里馬回國後可以再回美國重新開始念博班。本來以為可以以休學的方式保留台灣的學籍，然後在國外讀博士期間回國考完博士論文，以為這樣並不違反千里馬的返國完成學位的規定。不過目前有點搞不清楚J-1的兩年條款限制，所以想請問以下相關規定的意思，並且想請問各位學長姐是否有以類似流程成功出國重新念博士班的經驗。依照下面摘自AIT及不同學校關於兩年條款限制的說明，兩年條款似乎只限於某些簽證，並不包含F-1簽證，因此，似乎上述計畫是可行的；就是在千里馬計畫結束返國後，馬上重新以F-1簽證去美國念博班，而不需在國內待滿二年才能申請去念。以下是AIT網頁中連結到美國國務院領務局的官方說明，兩年條款限制似乎並未包含F1簽證。 http://travel.state.gov/visa/temp/types/types_1267.html#9 ...
