大家好
我遇到了很詭異的問題，我投稿了該期刊直到現今收到回覆。
時間約四個半月。
按照我之前看過那個期刊出刊的文章，
通常都是兩個月內就有審查的消息通知你了!!
但撇開審稿時間不說，我收的了很怪的回覆~~
內文如下:
Dear XXXX-XXXX,
I regret to inform that your paper entitled "XXXX-XXXX"
which was submitted for publication in the IEEE Transactions on Consumer
Electronics cannot be published as it was submitted.
The use of commercial names and part numbers is not permitted in the text or
figures.
Acronyms must be defined in the first appearance: MDCT must be defined inside
the abstract for clearness.
This publication does not allow commercial names in text or figures or
tables, such as ModelSim, MATLAB, Altera, Quartus, Verilog-XL, Design
Compiler and SoC-encounter.
In Table X the total gate-count of the logic core is not included.
This datum is important to realize about the logic complexity, as the core
size include the memory size.
For resubmission and possible publication in our next available issue, please
make all necessary corrections and return to the undersigned via our website.

我確定我投稿的論文不是他們領域之外的，因為同樣主題那期刊有刊載過~
另外就是，內文提到的商業名稱如:ModelSim, MATLAB, Altera, Quartus,
Verilog-XL, Design Compiler and SoC-encounter.都是我們在模擬與驗證會用到的tool
在我們這領域，是很平常的用語...
這些不能在期刊內提到的話，那我怎麼寫我模擬與驗證甚是跑下線晶片的流程，
並得到合理的實驗數據。
況且那之前刊載過的文章其實也有提到，這跟他給我的這回覆信件不就有所衝突了??
整個回覆裡面，並沒有涉及對於投稿論文的技術與探討...
所以想請問板上的大家，像我這樣的情況應該怎麼辦??
