一、問答題及翻譯題（每題20分）：
（1）有學者指出政治學與其他社會科學最大的區別，即在於政治學特
別著重於「權力」的研究。何謂「權力」（power）？對於為何人
們都會服從權力、為何有些人會擁有權力，學術界有所謂的「先天
說」（nature）與「後天說」（nurture）的爭辯。試各舉一例說明
「先天說」與「後天說」的論點，並說明你自己的觀點。
（2）何謂「新制度論」（New Institutionalism）？其「新」在何處？
「新制度論」在1980年代興起，有何特別的理論上與實務上的原因？
試說明之。
（3）Modernization theory also has some insights into the turmoil
and instability that afflict many developing countries.It is
because they modernize jsut one or two facets-often their
economy and social structure-traditional.The two conflict;
the traditional sectors resent and oppose the modern sectors.
This helps explain the upsurge of Islamic fndamentalism in
Iran,Egypt,Algeria,and Saudi Arabia.One must also note the high
unemployment in these lands.If modernization theory is correct,
if and when they reach middle-income levels,they should stabilize
and democratize.
