strategy of the allegedly preemptive war (as defined by Bush) were to be
faithfully practiced, it should have been North Korea rather than Iraq against
which the U.S. waged a war. Do you agree with this statement? Please refer to
the realities/conduct of North Korea and Iraq, and the concept of preemptive
