(3)According to the Easton model, citizens' demands, "inputs", are
recognized by the government decision makers, who process them into
authoritative decisions and actions, "outputs." These outputs have
an impact on social, ecomomic, and political environment that the
citizens may or may not like. The citizens express their demands
anew--this is the crucial "feedback" link of the system --which may
modify the earlier decision. Precisely what goes on in the "conversion
process" was left opaque, a "black box."
