In the aftermath of financial tsunami the G20 seemed to have replaced the G7/8 as the leading group in world governance. In parallel, the G2 composed of the US and the PRC has been entering into debate of the future world governance though the PRC is still far behind the US in economic, financial, military and political terms. Then, soon after Obama’s visit to Beijing, the EU selected its first ‘President’ (permanent chair of European Council) and ‘Foreign Minister’ (High Representative of CFSP) , marking a further step towards unified action that gives rise to the debate over future G3 of US, EU and PRC in world politics. Please give a critical review of these debates, including their origins,(10%) assumptions,(10%) deductions,(10%) tentative conclusions for international goverence,(10%) and their weakness.(10%) B In the past eighteen years, the successive governments of the Republic of China (Taiwan) were seeking to accede to the United Nations. Until 2008, it had worked hard to persuade those countries that still recognized its statehood to provoke the debate of its quest for UN membership at the General Assembly. Since 2008, under the government of Ma, the ROC has decided to suspend its quest for full membership of UN at the General Assembly but focused on its substantial participation in the specialized institutions of the UN, such as the World Civil Aviation Organization, World Meteorological Organization and UNFCCC. Some condemned this new policy as an action of surrender to the increasing pressure from Beijing. Some were worried that this switch would be interpreted by international community as Taiwan’s abandonment of its quest for UN membership. However, others supposed that this switch is not only necessary but also welcome if we take into consideration of the rise of PRC in world politics, the attitudes of main powers on this issue and the fast developing interdependence across the Strait. In 2008, the ASEAN Charter was adopted with aim to create three communities before 2015. On January 1, 2010, ASEAN-PRC FTA entered into effect, creating the world's biggest free trade zone composed of 1.9 billion people. At the same time, Japanese Prime Minister initiated the creation of an East Asian Community while Taiwan & PRC began negotiating ECFA. Imagine that you are now invited as a member of core group with mandate of all East Asian leaders to design a regional organization for the peace in whole East Asia. Please drafta treaty establishing this organization, which stipulates its name, its objectives, its membership, its administration, its decision-making process, its civil service, its finacing, its duspute settlement and its power in article 1~10.
