Indians sign Taiwanese pitcher 2:32 p.m. Paul Hoynes Plain Dealer Reporter The Indians, intent on pursuing more players from Pacific Rim countries, signed Taiwanese right-hander Sung-Wei Tseng on Friday to a minor-league contract for the 2007 season. Terms of the deal were not announced, but John Mirabelli, Indians director of scouting said, "You don't get involved with international free agents unless you're going to make a significant investment." Tseng, 21, is currently touring the United States with the Chinese Taipei National Team. He's their No.1 starter and shutout Team USA on Tuesday for five innings. He hit 95 mph in that game, but Mirabelli said his normal velocity is between 90 mph and 93 mph. He will complete his U.S. tour and then pitch for Taiwan in the World Championships in Havana, Cuba from Aug. 4 through Aug. 15. Tseng will officially join the Indians when he reports to the Florida Instructional League in September. "We'll treat him like a college junior coming out of the draft," said Mirabelli. "I don't think it's out of the question that he could be pitching at Class A Kinston next year." Mirabelli says Tseng will get a chance to start. He added, "We could have an exciting arm at the back-end of the bullpen." The Indians, for the last three years, have tried to make inroads in Japan, Korea, Taiwan and other Pacific Rim countries where baseball is played. Tribe scout Jason Lee, based in Korea, scouted Tseng when he pitched for the C hinese Taipei team in the World Baseball Classic this spring. The Indians also scouted Tseng when he pitched in the Alaskan Summer League in 2005. Tseng, 5-11, pitched for the National Taiwan College of Physical Education in 2005 and 2006 where he was a combined 14-0 over the two seasons and was named Taiwan's Amateur Pitcher of the Year in 2006. This spring he was 7-0 with a 0.36 ERA in nine starts (three earned runs, 73 2/3 innings, 29 hits, eight walks, 73 strikeouts). He was named to the All-Alaskan Summer League squad in 2005 where he was 3-1 with a 2.06 in 10 games. He struck out 38 and walked 12 in 56 2/3 innings.
