The applications for Keio, TIEC dormitories are now over.....
Normally the applications for April start from December to early Febuary.
If you miss it, you will have to wait for the applications for Fall semester.
and actaully the vacancy for Fall semester are very few, especially for TIEC.
I suggest you to contact the International Center directly and find if there
is some other way to get the proper accomodation.

and...last but not least, it would be better to start to look for rental
apartments, in case you really miss the application........
