從很多地方看來, 有些人說不行, 有些人又可以拿到推薦信

Generally, a Federal employee who writes an immigration support letter and
submits the letter to an arm of the Federal Government would not normally be
""act[ing]as agent or attorney"" for another within the meaning of 18 U.S.C.
§ 205.

The Office of Government Ethics (OGE) has clarified that Federal employees
who write and submit letters to the Federal Government in support of an
alien applying for a change in immigration status will not typically violate
18 U.S.C. §205.
The writing of an immigration support letter may also implicate 5 C.F.R. §
2635.702, Use of Public Office for Private Gain which prohibits a Federal
employee from creating the appearance of Governmental sanction or endorsement
of his or another’s personal activities.
Therefore, a Federal employee may sign a letter of recommendation using his
official title and/or agency letterhead only in response to a request for an
employment recommendation or character reference, and based upon personal
knowledge of the ability or character of an individual with who he has dealt
in the course of Federal employment, or whom he is recommending for Federal
employment.

US Department of Foreign Affairs Manual
An employee may not use official Department letterhead or sign with an
official title when writing an immigration or visa support letter in his or
her personal capacity. A personal capacity immigration or visa support
letter on personal letterhead may make only passing reference to the
employee's Federal employment, if appropriate (e.g., as one of several
biographical details of the employee). Such a personal capacity letter
should be drafted in a manner which does not imply it conveys an official
Department position or a Department endorsement of the person about whom the
letter is written. If any letter of support references an employee's Federal
position, the letter must contain a statement that the views expressed in the
letter are the personal views of the employee acting in his or her personal
capacity.
