白話：
平台就只是平台，不代表用戶立場
網路平台不用為用戶的言論負責
(除了一些聯邦重罪，例：兒童色情或國家安全)
後面的加註條文則賦予平台刪除特定有害內容的權力，只要平台自認是基於善意的
不用為言論負責，又可以擅自決定何種內容有害
川普被推特ban之前就想要廢除這種霸王條款，最後為什麼失敗了？
