顯然就是也有不少的美國人對於這些智庫的公正性
是有質疑和批評的,
有些人認為這些智庫並不真的以美國利益為優先。
所以這些所謂的智庫真的能100%代表美國人的意見嗎?

The oracle at Delphi was the most respected institution in classical Greece;
in practice it was a "think tank". But when asked whether or not the Greeks
should surrender to the advancing Persians the oracle advocated surrender so
as to gain even more influence and power, hoping to become the "capital" of
the new Persian Greece. Their advice was ignored, the Persians were defeated,
and the decline of Delphi to irrelevance began.
Let us emulate the Greeks.
德菲神殿的神諭在古希臘是最受尊敬的機構;其實他就是以前的「智庫」。然而當
神殿被問到希臘是否要向正在進軍希臘的波斯軍隊投降時,神諭說,投降可以獲得
更多的影響力,如此可有望成為「資本發達的」新波斯希臘。神諭的建言被忽視了,
波斯打了敗仗,神殿從此崩潰且開始變得越來越不重要。

The media and all parts of government (Congress, federal agencies, and state
government) should demand that any representative from any "think tank"
disclose their client list BEFORE they allow the person air-time in the media
or with a government official. If the person refuses, then they don't get the
access to the media or government representative. If they agree, then at
least we'll know who they are truly working for.
媒體和所有的公部門(美國國會、美國聯邦機構和州政府)應該要求從任何
一個智庫出來的代表,在媒體公開上通告、或和官員接觸前,必須公布他們
所有客戶的名單。如果有誰拒絕公布,就不要讓他上節目、也不要讓他接觸
官員,如果他們願意公開所有客戶的名單,至少我們就知道他們是誰的員工了。

This is a fascinating article. I was wondering if the authors would consider
broadening their approach and investigate agencies that seek to influence US
foreign policy but are not located in Washington. The Council on Foreign
relations, which is located here in NYC would be a good place to start. Much
of the talk coming from this institution is quiet bellicose in terms
expanding US military operations in the Middle East, particularly Iraq and
Syria. I was wondering if this view is legitimately the view of the Americans
on the Council or paid political propaganda of foreign interests?

I'm disappointed, but not surprised, that some of our most respected policy
institutes are taking money on the sly from foreign governments seeking to
influence U.S. government decision making. It moves the art of influence
peddling from registered boots-on-the-ground lobbyists to the murky circle of
self-satisfied elites pretending to be above the fray. I say any organization
that receives money from a foreign government to influence policy in the
Capitol should be required to register as a foreign lobbyist and account for
the funds it receives and spends on hehalf of their "client." The institutes
may argue that what their doing is not explicitly lobbying. But we know that
"inexplicit" lobbying is often the most influential sort. Make them all
register.
對於我們那些最受尊崇的政策機構拿了外國政府偷偷摸摸的錢,試圖影響我國決策
這件事我覺得很失望,但我並不驚訝。從那些假裝超然的說客部隊到不可告人的菁
英小圈圈很有藝術地在進行著它的影響。我認為那些任何在首都,拿了外國政府的
錢試圖影響政策的的組織或機構都應該要登記立案為外國說客,為他們所拿的經費
負責,代理他們的「客戶」。
這些機構或許會辯解說,他們沒有公然遊說啊。但我知道「隱性」遊說才是有影響

Physicians and clinicians are finally refusing money and perks from big
pharma because it became self-evident that their opinions and practices were
being shaped by such lucrative and inappropriate relationships. How is it
any different for think tanks being financed by foreign governments, which
are pushing agendas that have nothing to do with impartial scholarship and
research. The U.S. Department of Justice has every reason to investigate
vigorously.
外科醫師和臨床護理師終於拒絕來自大藥廠的贊助和補貼了,因為他們的觀點
和執業內容會受到如此誘人且和不當的關係所影響是顯而易見的。那所以這些

The authors of this column should be congratulated. But their they have
adopted a moderate and narrow view of what might be called the "think tank
fraud." While there are no doubt many genuine scholars among their
researchers, the think tank industry features an impressive measure of
un-examined intellectual corruption. The problem goes far beyond
contributions from foreign governments. Think tanks, more often than not,
are founded to influence public opinion, but disguise this function by
imitating an academic format. They publish studies with a scholarly
appearance, complete with an apparatus of citations and footnotes. (This is
not to say that academic institutions do not have their own problems). Think
tanks offer seemingly "expert" and "disinterested" commentary to other
private and public institutions, when in fact their viewpoint is sponsored.
They deserve an in depth exposure, Perhaps such a study exists. Can a
reader tell us of a critical review of the evolution of the "think tank"
phenomenon over the last fifty years or so? Such a review might separate the
good from the bad (or the less bad from the more bad?) Oh yes, a review that
is not sponsored by a "think tank"?
這個專欄的作者很值得嘉獎。但是他們採取了比較溫和的觀點去看這件「智庫詐欺」
事件。雖然毋庸置疑地有很多真正的智庫研究者,但智庫作為一種工業標誌著至今
尚未被好好檢視的知識詐欺。問題根本也不在外國政府有捐錢。通常智庫是由一些
有公共影響力的人士所創建的,但他們只是假裝披著學術的外衣。他們出版一些
看起來很學術的研究成果,而且還都附上引文和註腳(這不是說真正的學術機構就
沒有他們的問題)。智庫提供了看起來像「專家」且「無私」的評論給其他公私立
機構,但實際上他們的觀點都是受到贊助的。他們應該受到深度的檢視,或許這些
調查報告也早就有了。
有哪個鄉民能提供我們,過去五十年當中,關於這些所謂的「智庫」現象,
一些具有批判性的分析嗎?希望這種分析是不帶有好壞這類價值判斷的(或只是
比較好或比較壞也可以) 喔,當然啦,這個分析千萬不要是由這些所謂的
智庫所贊助的。

It is disturbing to know that the smartest people in the world don't work for
"the people", they work for themselves, driven by profit, not patriotism.
What choice does a public servant have, who isn't smart enough to out think
them or doesn't want to see them working for their opponents, but to pay
them. As long as these unaligned institutions are allowed to pull the policy
strings of the U. S. of Pinocchio, he will never be a real boy.
知道這些這麼聰明的人不是為了「眾人」而工作而是為了他們自己而工作,受利益
所驅使而且不愛國,真是令人困擾。我們的政客都做了些什麼,他們太笨無法超越
這些聰明的人,又或者不想看到他們為對手工作,所以就付錢給他們。
只要繼續讓這些機構繼續操縱著美國這尊小木偶的政策之線,小木偶就永遠不可能
成為一個真人。
