Japan-South Korea Talks Fail to Thaw Diplomatic Deep Freeze
Breakdown in relations worries U.S., which aims to maintain alliance to

TOKYO—Japan and South Korea held their first leader-level talks in more than
a year but showed no sign of progress in resolving disputes that have sent
ties between the two U.S. allies into free fall, including accusations of
military threats against each other.
日本與北韓進行了一年多來首次的領導人層級會談,但是此次會談並未就化解雙方爭議

During 20 minutes of talks in Tokyo, South Korean Prime Minister Lee Nak-yon
handed Japanese Prime Minister Shinzo Abe a letter from South Korean
President Moon Jae-in, and Mr. Abe said the dire state of relations shouldn’
t be left unaddressed, according to a Japanese government statement.
這場在東京進行共約20分鐘的會談中,南韓總理李洛淵將一封南韓總統文在寅的親筆信
交給日本首相安倍晉三,安倍表示對兩國間嚴峻的關係不能置之不理。
Legacies of Japan’s 35-year colonization of the Korean Peninsula through
1945 are a frequent irritant to ties, but over the past year a series of
events has triggered the most severe diplomatic deep freeze in recent memory.
The breakdown worries the U.S., which tries to maintain a three-nation
alliance to counter military challenges from China and North Korea.
過去一年一連串的事件令日本與韓國間的關係陷入比過去更嚴重的冷凍期,儘管自1945
年以來,日本在朝鮮半島的35年殖民期間留下的問題時不時地會造成雙方關係緊張。
日韓間近來的分歧令美方擔心,因美國希望藉由維持美日韓三方的盟友關係來對抗

Japan was alarmed when South Korea’s Supreme Court late last year ordered
Japanese companies to compensate Koreans who were forced to work for them
during the colonial period. Before the rulings, both countries accepted that
a 1965 treaty normalizing their relations had resolved the compensation
issue. Under the treaty, South Korea’s government received funds from Japan
and said it would handle compensation claims from individuals.
日本不滿去年南韓最高法院去年判決日本企業應賠償殖民時期的南韓徵用工(註:殖民時期
日本政府動員朝鮮人民前往日本的礦場或工廠工作,以補充匱乏的勞動力)。在此判決前,
雙方皆同意了1965年簽署的《日韓請求權與經濟合作協定》,由日本政府賠償當時的徵用
工。按照協定,南韓政府接受了日本政府的賠償,並應負責對個別徵用工的補償事宜。
In a reference to the court rulings, Mr. Abe told Mr. Lee he wanted South
Korea to respect promises made between the countries, according to Tokyo’s
statement. Further similar court rulings are due soon, and Japan fears a
flood of compensation claims.
針對判決結果,安倍晉三向李洛淵表達日本政府希望南韓能尊重並遵守兩國之間的協定。
接下來還有類似的案子將進行審判,而日本擔心即將隨之而來的賠償要求。
In the meeting, Mr. Lee said Seoul would respect and abide by the 1965
treaty, according to a South Korean government statement.
“As we have done up to now, I believe we can combine our wisdom and overcome
predicaments this time around,” Mr. Lee said, according to the statement.
Neither side gave details of the letter from Mr. Moon to Mr. Abe.
在會談中李對安倍表示南韓政府會尊重和信守1965年的協定
"我相信以我們的智慧,今後雙方也能繼續克服困難"。雙方皆未交代文在寅親筆信中

The South Korean government has tried to come up with a formula acceptable to
Japan to settle the forced labor issue. One proposal under consideration is
for its government to reimburse the Japanese companies if they contribute to
a fund that would pay the former workers, according to a person familiar with
South Korean government thinking.
據熟知南韓政策人士表示,南韓曾就徵用工議題向日本提出日本可能可以接受的作法,
其中一項提議是考慮由南韓政府補貼日本企業補償徵用工的支出。
A Japanese government official said there have been no new proposals from
South Korea to resolve the labor issue, and “Japanese companies paying is
out of the question.” South Korea has ignored Japanese requests to go to
third-party arbitration.
日本政府表示沒有所謂對徵用工問題的新提議 "日本企業不可能付錢"
日本先前要求對此爭議向第三方尋求仲裁,而南韓對此並未回應。

Relations took a further sharp downturn in July, when Japan tightened export
controls on products used by South Korea’s technology industry. Seoul
accused Tokyo of retaliation over the labor issue and large street protests
calling for boycotts of Japanese goods quickly spread. The number of South
Koreans visiting Japan fell by 58% in September compared with a year earlier.
雙方關係在七月時急轉直下,日本決定緊縮對南韓的高科技產品出口。首爾方面則指控
東京方面是在報復徵用工事件,在首爾有大型街頭抗議和呼籲抵制日貨的活動。由南韓
前往日本的人數也較去年同期(九月份)減少了58%。
In August, South Korea said it would pull out of an agreement to share
sensitive military information with Japan, the most troubling development for
U.S. alliance maintenance. The arrangement allows Japan and South Korea to
directly provide each other with intelligence, such as on North Korean
missiles and troop movements.
八月時,南韓決定停止對日本直接交換機密軍事情報(註: 8/22南韓終止日韓軍事情報保護
協定),此舉是對美國維持盟友關係的一大麻煩。日韓軍事情報保護協定讓日韓之間可以
直接交換對方的情報,比方說北韓的導彈與軍隊的最新發展。
Military ties between Seoul and Tokyo were already strained in December last
year when Japan accused a South Korean warship of locking its fire-control
radar on a Japanese surveillance plane. The move, which South Korea denied,
is usually made shortly before firing a missile on a target. South Korea, in
turn, accused the Japanese plane of flying in a low-level threatening path
over the ship.
首爾和日本間的軍事緊張在去年12月就已有跡象,當時日方指控南韓的一艘驅逐艦使用
射控雷達鎖定日本自衛隊的偵查機。通常是在火器攻擊前才會用射控雷達來鎖定目標,
南韓否認有用雷達鎖定。南韓方面亦反指日本偵查機低飛並威脅到該驅逐艦。
While there were no indications of any breakthroughs in the disputes in the
brief meeting between Mr. Lee and Mr. Abe, both men said Japan and South
Korea should work with the U.S. in handling North Korea, according to the
official accounts. Mr. Abe also said it was important for political and
private-sector exchanges between the countries to continue.
儘管沒有跡象顯示雙方的爭議有任何突破,李洛淵和安倍晉三皆表示日本和南韓應該和
美國合作並共同處理北韓問題。安倍並進一步表示雙方在官方和民間方面持續持續合作
非常重要。
Mr. Lee was visiting Tokyo to attend a ceremony marking the enthronement of
Japanese Emperor Naruhito.
