個人想法：. 一般的情況下rule是意志動詞。. 但在這裡的rule比較像是declare/claim的意思（法院宣告...）. 所以後面that子句接的是事實陳述，用的是原本的時態。. Dustin. --. Dustin Deng. (一戰自修760，AWA 5.5). A2GMAT/Dusti
