FreeBSD 10 load average could not go down to zero

Dear All:
Tried FreeBSD 10 from RC-1 to RC-5 in VM (KVM and
XenServer 6.2 both) and also find the load average could not reach 0.00
even there is no any pkg installed, it will go down to about 0.08 and
then jump to around 0.2 and repeat again and again.
