I think this is a bug in portupgrade, but removing /usr/sbin/pkg does =
have the side effect of allowing portupgrade to continue (with an empty =
pkgdb briefly):
Deleting pkg-1.0... done
[Updating the pkgdb <format:bdb_btree> in /var/db/pkg ... pkg: not found
- 0 packages found (-163 +0) nothing to do]
---> Installing the new version via the port
