Updated acpi-todo list

This is just a reminder about the acpi-todo list.  I updated it today with
tasks that were completed and with new tasks.  If you're interested in
helping out with any of them, please email me.

better, please see the handbook entry on ACPI.  Submissions that do not
include the info requested get low priority.
