updated version of bill fenner's "whodid" script

hi everyone,

i was reading this [1] section of the committers-guide and noticed the reference to bill fenner's "whodid" script [2] which uses CVS. i've modified it a bit to use subversion instead.

just thought somebody might find this helpful. [3]
