draft framework for a deal which could pave the way for the insurgents to
hold peace talks with Kabul.

With the US desperate to withdraw from Afghanistan, and the Taliban in
control of vast parts of the country, it is unclear what a post-conflict
government would look like.
美方急迫地想要離開阿富汗，又有大片國土被塔利班給控制著，在這樣的局面下，一個後
衝突時代的政府是何樣貌，仍是不清楚的。
*在這一段中，desperate to...是形容詞片語，用來形容the US；
in control of...是介系詞片語，用來修飾the Taliban，是這樣嗎？
我看到這種句子都要先想一下，總覺得它們好像少了be動詞…
