[求譯] six years before(摘錄自TED文章)

在00:33時有一句
I was born in 1985, six years before China announced its one-child policy.
TED翻譯： 我出生於1985年，中國在6年後才宣布一胎化政策。
Google翻譯： 我出生於1985年，距中國宣布實行獨生子女政策不到六年。
如果照TED中翻，看起來是像1985(出生)、1991(一胎化政策)。
照Google的話，看起來則是像1985(出生)、1979(一胎化政策)。
在我的認知裡 A before B，時間軸應該是 A -> B。
所以是 出生 -> six years -> 宣布。
我的想法是跟TED翻譯一樣，但一胎化政策在 Wiki 上面是發生在 1979年。
請問到底哪個才是對的？謝謝。
