[請益] 連接詞 as to 的翻譯
各位大大好
以下求解，小弟不才試著翻譯。看到懂，但是自已卻不會這樣寫。
We gave same opportunity to AAA as others to response technical clarification
and have(had?) to drop bidder that unable to response our technical query
while others has responded.
我們已經給AAA公司一些機會技術澄清，並且當其他廠商有回應時，更必須放棄那些無法
做技術回應的廠商。
問題:
as others to response(應該用respond ?)
這個地方的to 是表示目的 還是不定詞的to，如果不寫的話，似乎也會通。但就是很怪。
這邊的as 是當連接詞? 可以翻譯成 “當”嗎?
Moreover we need to meet project schedule and also purchasing dead line to
submit the evaluation report.
況且我們必須在符合專案進度及採購部門的截止日去提供評估報告。
