[請益] 不懂此句contend....

倒數第四段：

起初我看成怎麼這個句子有兩個動詞contend 跟 is
後來又理解成省略句首的That到Iran是名詞子句當主詞用，但又發現不對。
最後是理解成The U.S. and its allies contend （that）Iran is moving toward
the capability to build a nuclear weapon, which Iran denies.
美國及其盟國聲稱伊朗正努力發展建立核武的能力，被伊朗所否認。
想確認一下我的理解是否正確，有請指教了，謝謝！
