在雜誌上看到這個句子，其中的片語我不太懂意思跟用法，想請一下版眾們

如果只有 when 的話
大概能理解是說是一件攸關什麼時候才能做的事
但那個 not if 我其實不太能懂是 "沒有如果"的事 嗎？
第二句
The closer equitment is to a well,

我不太懂 be to a well 是怎麼翻，google翻譯是說"而且"，不過感覺怪怪的。
