最近翻譯一篇關於護理課程認證的文章，有幾個問題想請教大家:
1. The Board adopts standards and procedures for the CCNE accreditation
process after appropriate opportunity is provided to the community of
interest to comment on proposed revisions that are substantive in nature.
每一個單字大致都了解，但湊在一起就不能理解句子意思。另外，原文appropriate
前面沒有加"an"，是印刷錯誤還是正確寫法?
試譯: 專員委員會收到就社群利益而對實質建議修定提出的評論後，
會藉此合適機會為CCNE的認證過程採用標準和程序。
2. Upon its review, the ARC offers a recommendation to the CCNE Board
regarding the action to be taken.
不確定the action to be taken怎麼翻比較好。
試譯:審查完後，ARC將就應採取的行動建議CCNE專員委員會。
3. Maintain a process that is both cost-effective and cost-accountable.
請問cost-accountable的意思。可承擔成本的?
4. It is the policy of CCNE to make available to the public the names,
affiliations, and qualifications of members of its Board...
請問make available to是否為「提供」的意思?
試譯:CCNE的政策是提供大眾其專員委員會...的姓名、服務機構和成員資格。
5. The Board comprise 13 individuals who broadly represent CCNE's community
of interest.
請問此處的"broadly"要怎麼解釋較好呢? 大致上代表?
