我剛剛也看了這篇
不過我跟原PO的問題不一樣
我想問的也是同一段
And two: Why many people in the government want that debt ceiling to be
raised so badly, so the government can continue borrowing the money it needs
to pay for all of its programs in full.
剛好接在原PO後面，這邊他說的badly是指說
1.政府人員不希望debt ceiling不要上升
還是
2.政府人員希望debt ceiling上升，不要像現在這樣糟糕?
因為我原本的想法是1
但是後面的文意，讓我覺得1好像是錯的
