題目：

提問：
官方解答給D，可是what不是在句中找不到實質指涉、而是語意指涉時才用的嗎？
我本來覺得應該用which或that(非關代)，
來指涉整個「the rate of increasing number of case」
不過去查了一下書，which說是要指涉clause，這題是phrase，
that說要和of連用that/those of
結果我有點搞混了，有人能幫忙解釋一下嗎？
