洲協商的效果態度一致？請舉例說明之。
The European powers have established the principle of legitimacy during the
Congress of Vienna in 1815, which ignored the active development of
nationalism and liberalism at the time and reset the political and
geographic arrangements back to the state before Napoleon's war. This had
led to a series of revolutions throughout Europe in 1820s, 1830s, and
1840s. Facing this revolutionary menace to stability, have the European
powers exhibited the effectiveness of the Concert of Europe and shown
unified attitude? Please elaborate with concrete examples.
