Sync zoneinfo database with tzdata2011j from elsie.nci.nih.gov
africa: 8.32 -> 8.33
australasia: 8.25 -> 8.27
* africa: Four instances of 2:44:45 changed to 2:45 (one in a comment,
one each in zones Africa/Dar_es_Salaam, Africa/Kampala, Africa/Nairobi)
