libc: Remove unused bit of code in __ujtoa().
All values of val that are <= ULONG_MAX have been handed to __ultoa() previously
so we can safely assume that val is not < 10.
Unless, of course, we're dealing with an architecture where ULONG_MAX <= 8,
which we hope will _never_ happen. :-)
