Sync zoneinfo database with tzdata2009s from elsie.
antarctica: 8.6 -> 8.7
australasia: 8.14 -> 8.15
* Fiji will re-introduce DST from November 29, 2009 to April 25, 2010
* Cosmetic change in 'antarctica' (2:0 -> 2:00)
