AHCI - Fix bricking issue with older chipsets on boot.
* It looks like the use of AHCI_PREG_SCTL_DET_DISABLE, which turns off
the phy on port, can brick the AHCI chip and even take out the entire
machine. This seems to effect Intel chips the most.
Stop using it entirely.
