Sync zoneinfo database with tzdata2009l from elsie.
africa: 8.22 -> 8.23
australasia: 8.11 -> 8.12
* africa: Egypt starts winter time on August 21.
* australasia: Add comment about the possibility of Samoa observing DST
in 2009/2010.
