:supposed to): modify an example configuration file which is used for
:reference only. /etc/make.conf, for example, is never touched;
:upgrading portage modifies /etc/make.conf.example.

/etc/services is just a naming system. It doesn't actually have any
effect on anything other then converting a name to a number, so I
don't see any reason to remove service names that aren't needed. Why
would one care?
