Mourinho given two-match ban

The Chelsea FC manager Jose Mourinho has been handed a two-match
touchline ban following today's investigation by the UEFA Control and
Disciplinary Body into incidents connected with the UEFA Champions League
first knockout round first leg against FC Barcelona in Spain on 23
February.
Reprimand (罰款項目)
Mourinho was also fined 20,000 Swiss francs (€13,000). Assistant
manager Steve Clarke and security official Les Miles were reprimanded for
their involvement while Chelsea were fined CHF 75,000 (€48,400).
Decision explained (判決解釋)
A UEFA statement said: "Having listened to evidence presented by the
disciplinary inspector and by Chelsea FC, the Control and Disciplinary
Body decided to impose a two-match suspension and a fine of CHF 20,000 on
Chelsea FC manager Jose Mourinho. Chelsea FC were fined CHF 75,000. Les
Miles and Steve Clarke were each reprimanded. The above decisions may be
appealed against within three days of UEFA informing the club in writing
of the reasoning.
No contact (不准接觸之規範)
"As far as the touchline ban is concerned, Article 70 para 2 of the
UEFA Disciplinary Regulations states: 'A team manager/coach who is
suspended from carrying out his function may follow the match for which
he is suspended from the stands only. He is not allowed in the dressing
room, tunnel or technical area before and during the match nor is he
allowed to get in contact with his team.'"

Three days (三天上訴時間)
UEFA will now give written grounds to Chelsea for its decision,
after which the English club will have three days in which to lodge any
appeal with UEFA. The European body said there was a possibility that
Mourinho could still be on the bench for next week's Champions League
quarter-final first leg against FC Bayern Munchen.

No delaying effect (不得延遲生效)
Any appeal has no delaying effect on the decisions taken today.
However, the club may request a delaying effect, pending an appeal, which
would be reviewed by UEFA before the match.

.....UEFA made it clear that the suspension meant that the manager can
watch from the stands but may have no contact with the team before or
during the game when they are in the stadium.

Chelsea wait to decide on appeal

Chelsea chairman Bruce Buck has announced that the club is not
likely to appeal against the punishments handed out by UEFA at
Thursday’s disciplinary hearing into the events in Barcelona - but will
defer a final decision until Friday.
Buck, who attended the hearing in person, spoke to the media
afterwards and said:
“The view of the club is that we would like to put this incident
behind us. We are not likely to appeal but would like to reserve that
decision until we see the reasoning of the panel, which we expect
tomorrow."
“We are not overly happy with the decision but we certainly
respect the decision made by the panel. It's been blown out of
proportion. It was a serious matter and we're hoping to put it behind
us.”

Buck did not comment on the specific charges, but it was felt that
the allegation against the club, Mourinho, Clarke and Miles that they had
all participated in a deliberate ploy of making false statements, was
unfounded.
He added: "I think the panel took the view that there was a
misunderstanding in those statements, that those statements however were
made in good faith and that the club, and the people who made those
statements, continue to believe that."

Chelsea submitted written evidence to the UEFA Control and
Disciplinary body. On the proceedings, Buck observed:
“In terms of the process, yesterday afternoon UEFA invited us to
attend the hearing and we made the decision last night to come down here
and participate.
“We think the hearing was a full and fair one. We were able to make
our point and our statement and we were pleased with the proceedings.”

To the suggestion that the 75,000 swiss franc fine imposed on
Chelsea means little to the club, Buck reacted:
“We are running a business. Every 1,000 pounds or 1,000 swiss
francs we spend, we spend carefully. So we don't look at it this way at
all.”
