彰化火車站改建案討論多年莫衷一是,縣政府近日定案,向內政部提交鐵路高架化規畫,
建議從大肚溪以南築高架鐵路到崙美路「湳尾」,消除沿線的平交道、陸橋以繁榮市區。
彰化火車站是台灣西部鐵路的山線、海線交會點,每天南來北往400餘班次列車,因改建
車站牽動半個台灣的鐵路旅客交通及龐大經費,再加上事關縣定古蹟扇形車庫的存廢,即
使縣府、市公所舉辦多次會議仍無法定奪。
縣長魏明谷今年考察日本京都車站,逐一參觀立體車站14層樓,回台後交代縣府相關局處
規畫,並與市公所建立共識,擬訂彰化火車站高架化計畫,逕向內政部提案,摒除高架化
、地下化兩案並陳讓中央選擇的模稜兩可作法。
工務處長林漢斌說,縣府定案的鐵路高架化,從大肚溪以南到彰化市崙美路「湳尾」,最
多延伸約9.5公里,預計徵收土地約7756坪、拆除162幢房屋、經費299.73億元,其中縣府
出資69.03億元,比先前規畫「需徵收約2萬4318坪用地、拆除256幢房屋、總經費330.9億
元」,不但減少擾民,也節省費用。
「別用商業的單一角度衡量老車站價值。」半線鐵道文史工作室總幹事馬昌宏說,一旦鐵
道高架化,彰化機務段勢必遷走,扇形車庫將從現役動態的功能淪為靜態展示,價值大打
折扣,縣府應考慮低成本原線開發,讓車站高架化,商業發展與扇形車庫並存,創造多贏
局面。
